OLCC Finalizes Hemp Registry Rules Under HB 4121: What Oregon Businesses Need to Know

The Oregon Liquor & Cannabis Commission (OLCC) has officially adopted new rules establishing a statewide Hemp Registry, bringing increased oversight to ALL hemp products sold to consumers in Oregon. These rules—authorized under House Bill 4121 (HB 4121)—take effect January 1, 2026, and apply to all cannabinoid hemp products sold to consumers in both retail stores and online marketplaces.
Intending to promote consumer safety, the new framework requires hemp products to meet Oregon’s testing, labeling, and cannabinoid-content standards before being offered for sale, including:
Cannabinoid content per serving (including CBD and THC)
Full test results accessible to the public
Labeling consistent with standard food-grade requirements for edible items
Transition Period Before OLCC Enforcement
To give businesses sufficient time to prepare, OLCC will delay enforcement of the Hemp Registry requirements until June 1, 2026. This transition period allows manufacturers, distributors, and retailers to:
Understand the new registration rules
Complete and submit product registration applications
Update packaging and labeling as needed
Remove any noncompliant items from shelves
The OLCC’s Hemp Education Bulletin- HEMP REGISTRY COMPLIANCE DEADLINE UPDATE (HE2025-01) provides further guidance for businesses navigating the new requirements.
OLCC Director Tara Wasiak noted that the agency’s goal is to support a smooth transition: “By giving the industry time to adjust, we can protect consumers without unnecessary disruption.”
What Products Must Be Registered?
The Hemp Registry applies to any cannabinoid hemp item intended for human or animal consumption or use, including:
Gummies & edibles
Beverages
Tinctures & capsules
Vapes
Smokable flower
Excluded products:
Topicals (lotions, balms, soaps)
Hemp grain, fiber, or non-cannabinoid items
While penalties will not be issued solely for failing to register products before June 1, 2026, OLCC will continue to enforce all existing laws and rules—including prohibitions on sales to minors, limits on THC concentration, and bans on intoxicating or adulterated cannabinoids.
Registration Opens January 1, 2026
OLCC will begin accepting Hemp Registry applications on January 1, 2026. Businesses may also submit materials for optional pre-review to: marijuana.packaging@olcc.oregon.gov
