OLCC Hemp Product Registry Implementation Update

The Oregon Liquor & Cannabis Commission (OLCC) periodically releases compliance bulletins for hemp product manufacturers, distributors, and retailers who sell hemp items to consumers in Oregon. These bulletins provide critical updates that every hemp business should understand to remain compliant.


The latest Compliance Education Bulletin HE2025-01 addresses the distribution and sale of cannabinoid hemp products in Oregon and outlines how and when the OLCC will enforce rules related to the new hemp product registry.



Key Dates & Compliance Timeline

  • January 1, 2026 – OLCC hemp registry rules go into effect, as mandated by House Bill 4121 (HB 4121).

  • June 1, 2026 – OLCC will begin enforcement of hemp registry compliance requirements.


The OLCC is adopting this phased approach to give businesses time to register their products and understand new obligations under HB 4121 before penalties take effect.


What Businesses Need to Know

  • Registration Required: All cannabinoid hemp products intended for human or animal use or consumption (other than topicals) must be registered with the OLCC.

  • Sales Restrictions: Beginning June 1, 2026, sales of non-compliant hemp products will be prohibited. Non-registered products must be removed from shelves.

  • Online Sales Included: Requirements apply to both brick-and-mortar stores and online retailers, even if the retailer operates outside Oregon but sells to Oregon consumers.

  • Preparation Encouraged: Businesses are urged to use the time before enforcement begins to:

    • Register hemp products.

    • Work with suppliers to ensure only compliant inventory is stocked.

    • Update labeling and distribution practices to align with OLCC rules.
