These new rules are being implemented under House Bill 4121, passed during the 2024 Oregon legislative session. They will significantly impact businesses involved in the production, sale, or handling of hemp products containing cannabinoids in Oregon.
Key areas covered in the proposed rules include:
Definitions for the OLCC hemp registry
Labeling requirements by product type
Fees
Registration process and annual renewal
Civil penalties for non-compliance
Embargo, seizure, and disposal of noncompliant products
These changes will affect your operations—your voice matters! Participating in the rulemaking process is essential to protect your business interests. Please review these OLCC Hemp Product Registry Draft Rules materials to prepare your business and submit comments:
Watch the Rules Advisory Committee (RAC) Meeting to hear strong industry opposition to the current draft rules here!
There was a strong turnout at the Public Hearing on March 20. We are very grateful to see industry stakeholders speaking up against rules that could devastate product sales in Oregon if the rules are adopted as proposed.
Our Founding Principal provided comments addressing concerns around:
Unreasonable $420 annual fee- prohibitive to small businesses
Unworkable Registration timeline- leading businesses into non-compliance during approval process
Inconsistent warning lablel requirements across product types
If you didn't already provide public comment, WE STRONGLY URGE YOU TO PROVIDE WRITTEN TESTIMONY!
