OLCC Hosts Hemp Product Registration Rules Advisory Committee

On Wednesday, April 2, 2025, the OLCC held a Rules Advisory Committee (RAC) meeting focused on the upcoming Hemp Product Registration requirements under HB 4121. This rulemaking process aims to implement Oregon’s new statutory authority for hemp product oversight, requiring registration of all cannabinoid-containing hemp items sold for human or animal consumption in Oregon—both online and in stores.


Key highlights of OLCC Hemp Product Registry Draft Rules & RAC Meeting:

  • Draft rules create new definitions, add new fees, and create annual registration requirements

  • RAC reviewed rules for labeling, COAs, prohibited adulteration, registration requirements, and fees, expressing heartfelt concern on the unreasonable financial impacts

  • Annual registration is required starting January 1, 2026

  • OLCC is modeling hemp label standards after marijuana product rules
