This hearing will cover the OLCC’s proposed rules to establish a registry for hemp products that contain cannabinoids—as required by House Bill 4121 (2024). These proposed changes are critical for anyone involved in hemp cannabinoid processing, distribution, or retail sales in Oregon, as these rule apply to any companies selling products to consumers in Oregon, whether in brick and morter store or online.
The proposed Division 26 rules include:
Definitions for hemp product registration
Labeling requirements by product type
Registration and renewal procedures, including fees
Civil penalties for non-compliance
Embargo, seizure, and disposal provisions for hemp items

These updates will directly impact how hemp products are registered, labeled, and sold in Oregon. Businesses that fail to comply with the new requirements could face product embargoes or civil penalties once the rules take effect.
The OLCC is accepting public comment until October 31, 2025 at 12:00 PM. This is the industry’s opportunity to provide input, identify unintended impacts, and help shape fair and effective hemp regulations.
