The Oregon Department of Agriculture (ODA) has convened a Rules Advisory Committee (RAC) to update and develop rules for the Hemp Program. These updates will impact growers, handlers, vendors, and anyone participating in Oregon’s hemp industry.
Draft rules have now been posted — you can review the full package here: View ODA Draft Hemp Rules (October 2025)
Our team has secured a seat at the table as the rules package moves forward to clarify statutory requirements and specifically update:
Grower & Handler licensing requirements and applications
Vendor licensing requirements
Testing rules
Definitions
“OLCC-type” safety requirements for handling sites
These rules represent a critical opportunity for stakeholders to review, provide feedback, and influence the regulatory framework before final adoption.
