Since the enactment of HB 3000 in July 2021, our Founding Principal and OIHFA President Courtney N. Moran, LL.M. has worked nonstop with stakeholders, ODA, OLCC, law enforcement, and the OR Legislature on proposed hemp program updates through rulemakings, the Legislative Session, and serving as a Governor appointee on the HB 3000/SB1564 Taskforce.
In this current ODA rulemaking- the third since passage of HB 3000- the ODA Proposed Rules seek to:
Increase licensing fees to maintain program funding (OAR 603-048-0700)
Make important changes to the definitions of “handlers, “financial interest” and “key participants” (OAR 603-048-0010)
Amend who is required to undergo fingerprinting and background checks for grower licenses (OAR 603-048-0125, 603-048-0200)
Expand the applicability of handler licensing (OAR 603-048-0010, 603-048-0150, 603-048-0225)
Update what constitutes program violations (OAR 603-048-1000)
