A key opportunity for public involvement is fast approaching with the launch of the 2025 Farm Stand Rulemaking Advisory Committee (RAC), to discuss farm stands in exclusive farm use zones and agri-tourism.

This meeting marks the beginning of a public rulemaking process led by the Oregon Department of Land Conservation and Development (DLCD) to review rules related to farm stands. The RAC is tasked with examining land use regulations and providing recommendations regarding the primary use of properties hosting farm stands—a critical issue for Oregon’s agricultural and rural communities.


The Phase 1 Farm Stand Rulemaking will explore five topics identified by the 2025 legislative agri-tourism work group:

  • Primary Use Test

  • Promotional Activities Outside and Inside Farm Stand Structures

  • Activities that Promote Sale of Farm Products, the Farm Operation Itself, or Agriculture

  • Prepared Foods with a Direct Tie to the Farm Operation or the Local Agricultural Area

  • Impacts on Neighboring Farms


DLCD staff have prepared a background and introductory packet for the RAC. These materials provide helpful context for stakeholders interested in the scope and direction of the rulemaking effort.


Following the initial meeting, the RAC will convene multiple times over the coming months. These meetings are open to the public:

  • Tuesday, June 3, 2025 – 9:00 a.m. to 12:00 p.m.

  • Tuesday, June 24, 2025 – 1:00 p.m. to 4:00 p.m.

  • Friday, July 18, 2025 – 9:00 a.m. to 12:00 p.m.

  • September (Date TBD)


The public comment period for this rulemaking is open and will close at 11:59 p.m. on October 5, 2025.
