REMINDER: OLCC Hemp Registry Enforcement Begins June 1, 2026

The Oregon Liquor and Cannabis Commission (OLCC) is actively implementing the Hemp Product Registration program for all hemp products sold to consumers in Oregon. While the underlying rules officially took effect on January 1, 2026, OLCC enforcement begins June 1, 2026—and compliance is now critical for continued market access. Registration is required for the sale of ANY hemp products to consumers in Oregon.
Hemp Product Registration Requirements include:
Product-specific labeling requirements
Registration requirements, including associated fees and annual renewals
Civil penalties for violations of applicable statutes or rules
Procedures for embargo, seizure, and disposal of non-compliant hemp items
Temporary Rule for Hemp Item Registration
Importantly, on May 21, 2026, the OLCC also approved a temporary rule for the Hemp Item Registration Process, effective through November 19, 2026. The temporary rule provides OLCC with greater flexibility, at its discretion, to allow applicants additional resubmissions of a Hemp Item registration application to remedy deficiencies.

This temporary rule may provide critical additional opportunities for applicants working through compliance issues; however, businesses should not delay completing registrations or correcting deficiencies as enforcement approaches.
Enforcement Begins June 1, 2026
Beginning June 1, 2026, businesses that fail to complete product registration or attempt to sell unregistered hemp products may face significant consequences, including fines, product embargoes, seizures, and disruptions to ongoing sales operations.
