Oregon Psilocybin Services (OPS) 2025 Rulemaking Update

The Oregon Psilocybin Services (OPS) program is moving forward with its 2025 rulemaking process. In July, OPS convened three Rules Advisory Committee (RAC) meetings to review and discuss draft administrative rules, including updates required by new 2025 legislation.
OPS will release revised proposed rules for public comment at the beginning of September. The public comment period will run from September 2–22, 2025, and OPS will host two virtual public hearings where community members can share feedback.
Public Hearing Dates:
Tuesday, September 16, 2025 – 6:00–7:30 PM (PT)
Thursday, September 18, 2025 – 12:00–1:30 PM (PT)
OPS encourages broad participation. Spanish and American Sign Language (ASL) interpretation, along with CART captioning, will be provided during both hearings. For questions about accommodations, contact the OPS team at OHA.Psilocybin@oha.oregon.gov.

Written Public Comment: September 2–22, 2025
Public Hearings: September 16 & 18, 2025
Proposed Adoption Date: October 24, 2025
Proposed Effective Date: January 1, 2026
