Oregon DLCD Opens Public Comment on 2025-27 Draft Policy Agenda

The Oregon Department of Land Conservation and Development (DLCD) has released its 2025 Land Use Legislation Report and is inviting public input on the 2025-27 Draft Policy Agenda. This agenda outlines the agency’s proposed policy work for the upcoming biennium, shaping how Oregon will manage land use, housing, natural resources, and more over the next two years.
What's in the Draft Policy Agenda:
The 2025-27 Draft Policy Agenda lists the rulemakings and projects DLCD plans to undertake, reflecting both legislative directives and executive branch priorities.
Key focus areas include:
Housing development standards and processes rulemaking – advancing solutions to Oregon’s housing challenges.
Farm and forest modernization – updating policies to better align with today’s agricultural and forestry needs.
Coastal access rulemaking – ensuring equitable and sustainable management of Oregon’s coastal resources.
Additional land use projects – continuing Oregon’s leadership in responsible land management and planning.
The Policy Agenda will guide DLCD’s work through 2027. By sharing your comments, suggestions, or concerns, you can help shape how Oregon balances growth, housing needs, and natural resource protection.
Important Dates and How to get Involved:
Written Comments Deadline: September 30, 2025 (by 5:00 p.m.)
Public Hearing: September 26, 2025 – public comment will be taken.
Final Hearing: October 23–24, 2025 – LCDC will adopt the final Policy Agenda.
