OR Hemp Licenses Expire Dec. 31 - New Renewal Considerations for 2023

Oregon hemp licenses are set to expire on December 31, 2022. In order to maintain legal operations, licensees need to submit renewal applications by the 31st. Submitting a renewal by the deadline allows licensees to continue operating legally until the Oregon Department of Agriculture issues licenses for the 2023 season. ODA mailed physical license renewal applications on November 15 to all 2022 licensees. If you do not submit your renewal by the deadline, it is illegal to continue operations into 2023 until after receipt of a 2023 license. Counties also have until January 1, 2023, to declare a cannabis state of emergency which will have an impact on moratorium requirements under SB 1564.


Considerations for All Hemp Licensees


All licensees must ensure they complete renewal applications thoroughly and accurately in order to expedite ODA review. Should ODA reach out to you with questions, we encourage you to respond promptly to prevent any delays that could result in denial of application.


Considerations for Hemp Growers


New Grower License applications and Grow Site license applications must be submitted by May 31, 2023 to grow in 2023. All growers are required to show proof of property ownership, or must submit a landowner consent form to ODA pursuant to newly finalized regulations.


Considerations for Hemp Handlers


Note, all initial hemp processors and those down the cannabinoid value chain operating in the state require a handlers license due to the expansion of the “hemp handler” definition in the recently updated Oregon rules. As a category, “hemp handler” now encompasses anyone processing hemp, including secondary processors.
