The Oregon Legislature passed House Bill 4121 during the 2024 Oregon legislative session with several provisions that required rule updates. Other rule updates are a response to changes within the industry. These updates cover multiple changes including the following:
Minor decoys for hemp adult use cannabis items
Starting January 2, 2025, OLCC may conduct minor decoy operations to ensure adult-use hemp items are not sold to minors, with uniform standards developed to investigate individuals selling, transferring, or delivering these products to underage customers. The OLCC will continue to provide updates as these regulations are being implemented.
Hemp Certificate Holder Packaging and Labeling Changes
Starting January 1, 2026, all marijuana and hemp edible labels must align with national nutrition standards, including updated templates. Licensees and Commission-certified hemp handlers can begin updates in 2025, requiring resubmission and pre-approval for compliance. Stickering over non-compliant templates is allowed if pre-approved. All non-compliant edibles will be unsellable after 2025, so updating labels before December 2025 is strongly advised.
