OHA Seeks Applicants for Rules Advisory Committee on Proposed Marijuana Testing Regulations

The Oregon Health Authority (OHA), Public Health Division, is seeking qualified individuals to serve on a Rules Advisory Committee (RAC) that will provide input on proposed changes to Oregon's marijuana testing regulations.
The committee will be led jointly by the Oregon Medical Marijuana Program (OMMP) and the Oregon Environmental Laboratory Accreditation Program (ORELAP) and will play an important role in reviewing proposed administrative rule changes before they are adopted.
Application Deadline: July 15, 2026
Individuals interested in serving on the RAC must complete the application no later than July 15, 2026.

RAC Meeting Schedule
The Rules Advisory Committee will meet virtually via Zoom on the following dates:
August 18, 2026 | 1:00 PM – 5:00 PM (PT)
August 19, 2026 | 1:00 PM – 5:00 PM (PT)
August 21, 2026 | 10:00 AM – 12:00 PM (PT) (only if additional meeting time is needed)
Rules Advisory Committees are a vital part of Oregon's rulemaking process. Before administrative rules become effective, RAC members review proposed regulations and provide recommendations to OHA. The committees are intentionally composed of individuals representing diverse perspectives, including:
Subject matter experts
Industry stakeholders
Individuals with lived experience
Persons likely to be affected by the proposed regulations
In addition to providing recommendations on proposed rule language, RAC members also evaluate the potential fiscal and racial impacts of proposed administrative rules. Participation in the Rules Advisory Committee provides stakeholders with an opportunity to help shape future regulatory requirements before they are formally adopted.
Proposed Rule Topics
The RAC will meet to discuss proposed rules on the following topics, along with other minor housekeeping and technical fixes to rules found in Division 7 and Division 64. The list below is a summary of the topics that will be covered but may not be a complete list of potential changes.
Adding significant figures to action limits for analytes
Adding rules around target potency for cannabinoid products
Clarifying rules around calculations and rounding
Expanding allowable proficiency testing (PT) providers for cannabis laboratories
Clarifying rules around homogenization of samples
Clarifying rules around reporting requirements
Clarifying rules for combining samples into composite samples
